The comments from Gholam Hossein Mohseni-Ejei appeared to be a warning to Iranian starlets that violating religious rules by leaving their heads uncovered or exposing too much flesh could threaten their movie careers.
Mr Mohseni-Ejei did not mention specific actresses, but he made the remarks in response to questions from journalists that appeared to refer to Leila Hatami, star of the Oscar-winning film A Separation.
'These people have been invited abroad to take part in a ceremony and under the pretext of receiving an award. Then they have been ensnared in certain people's traps.
'Those people, after taking pictures of their baits, forced them to undertake activities and based on the photographs, they have blackmailed their victims and taken them to a place where they shouldn't,' he said.
'Of course, some of these people, after returning to Iran, are banned from leaving the country.'
When actress Fatameh Motamed-Arya - a known supporter of incarcerated presidential candidate Mir-Hossein Mousavi - was banned from leaving Iran, her 'political activities' were said to be the reason.
But the ban was imposed swiftly after she appeared at the Cannes and Taormina film festivals unveiled and with her legs exposed in 2010.
The most well-known Iranian actress to have been banned from going abroad is Golshifteh Farahani, who starred alongside Leonardo Di Caprio in the Hollywood film Body of Lies. She appeared partially unveiled in scenes from the 2008 film.
When the ban was eventually lifted Farahani posed naked in the French magazine Madame Le Figaro, in a move interpreted as a protest against Islamic restrictions on women's dress.
Iranian authorities later told her she was no longer welcome in Iran.
Islamic codes of behaviour and dress are enforced by law in Iran. When in public women are expected to cover their heads with a headscarf and ensure their legs are covered to the ankle with trousers or a floor-length skirt.
Bare arms are forbidden and women are required to wear a long-sleeved tunic or coat that reaches to mid-thigh or knee.
